Postgres Server with one private database

Accepted Criteria:

• [ X ] Create a Postgres Server with one private facing database for engineers using Terraform.
• [ X ] DevOps Engineers can decide the name of the db (i.e. reportvisiondb)
• [ X ] Latest version of postgres is fine
• [ X ] Ensure it is on a private network

This ticket will not require DevOps to create the schema for the database.
