Issue #509: Remove remaining inner constructors that don't use new #552

As the title this PR closes #509 by removing the remaining inner constructors that don't depend on new (and so need to be inner constructors).

Yes sorry a bit of a drive by. In looking at the code i couldn't find it being used

Yes, looking back I did a PR a while back that replaced remaining bits of scan usage. Deleting scan should have been part of that.
