Updating Ruby version and gems

Proposed Changes

This pull request updates Ruby to the latest version in the 2.7 series. Also updates Jekyll and other gems to the latest version.

Change Details

  • Updating .ruby-version to 2.7.6
  • Updating Jekyll to 4.2.2
  • Minor updates to other gems
  • Adding Gemfile.lock with updated gems
  • Updating Ruby and Jekyll versions on README.md

Updating to the latest Ruby 2.7.6 version and to Jekyll 4.2.2 addresses known CVEs on ruby and the project gems.
