Improves menu accessibility by adding aria attributes to buttons without text. "When a button doesn't have an accessible name, screen readers announce it as 'button', making it unusable for users who rely on screen readers." (Deque)
This PR also adds a tooltip to the New Workflow button to the right of the tabs.
