Update to new NetView with raster plot, separate weight update; Vulkan-based GUI

The NetView now supports a raster plot of values over time within the layers, and a separate method to update the synaptic-level values, which is called right after DWt to capture those values prior to resetting. These required minor changes to the sim programs.

In addition, the GoGi gui has been updated to a new Vulkan-based rendering system, which is much faster and more reliable. However, it requires a new dependency to be installed on mac -- see GoGi Install for details -- install the SDK package version 1.3.211.0 from here: https://vulkan.lunarg.com/sdk/home
