The bulk of the changes for CASMCMS-9225 are targeted for CSM 1.7.
For now, the only piece I plan to backport is some performance improvements when getting lists of BOS components. On large scale systems, the changes here improved performance by 3-4x.
This is a partial backport of #396 for CSM 1.6
