added support for logging to kafka bus

I've added functionality to direct conman console logs to a Kafka topic, using an approach similar to that of the https://github.com/Cray-HPE/hms-hmcollector/tree/master.
The PR addresses and fulfills the specific requirements outlined in this JIRA.
