RT Art & Design Requests

Process

1. Users open an issue with their request
2. Zhang will post the artifact in the issue, then close the issue
3. If user has further clarification or needs on the artifact, user will reopen the issue and request changes
4. If user agrees that artifact meets needs, they will leave a comment
5. When artifact is agreed on, it will be uploaded wherever it needs to go (mudstack, XD, etc)
