Changed description to more accurately provide an overview of the Data Depot
created content to explain the basics about the Data Depot Repository. However I am not done, as I have to insert some links.
Removed sections that go into About and I will be updating the policies content. To be continued
Added and updated content. Still need to add images and links to things I don't have added to other sections.
