Help Desk IX

This is our ninth release of our Help Desk module for Gibbon. This is an early development, use at your own risk. This doesn't have any known bugs and we believe it is safe to use, but remember it is an early development.

This update brings along a new technician system as our old one was not up to the standards we believed was necessary. This new system brings along a new permission system that allows you to change almost every permission a technician can have.

Please report any bugs using the Github Issues system and we will fix them as soon as possible.
