Help Desk 0.3.01 Hotfix

This is a hotfix for the Gibbon Help Desk Module 0.3.00. There were three bugs which made the new technician group system unusabled. Currently the technician group system is new and most likely has quite a few bugs. If you do find any or experience any please let us know using the Github Issues feature.
