Added support for ENTSO responses containing

  • 15 Minutes resolution
  • 60 Minutes resolution
  • mixed 15 and 60 minutes resolutions
  • multiple time-overlapping responses

Surrounded by test skeleton created by @wonko as part of #196

Added support for corner cases in which some quarters (positions) are not given and we still need to calculate the correct hour average. In the below the red values are not part of the test file, but needs to be taking into account in defining the avg for the hour
