Fixes #3680.
This PR does not offer a fix to the broken installer on MacOS Big Sur (v11), it does update our minimum macOS build to version Monterrey (v12). Big Sur will have been deprecated for a full year on November 30, so the current consensus is to deprecate it for Vapor as well.
This also includes the removal of the quarantine flag from the unsigned application that codesignMacOS.sh operates on.
