Biolink 4 update for Service-Provider-only KPs #146

Related to biothings/biothings_explorer#788

main edits are to idisk, mychem, repodb, semmeddb, suppkg, ttd.
The rest are minor updates to biolink-model version or notes

Don't merge until the BTE PR code has deployed to Prod (all instances).

After this is merged, overrides to this branch's yamls can be removed from BTE.

related to biolink 3.5.3 -> 4.1.5 migration
adds 52 operations
changes:
- there are some operations using semmeddb substance (sbst,STY:T167) - 10 rows added to combos table used for operations - because biolink-model now maps it to chemical entity
- STY:T190 (Anatomical Abnormality, anab) now narrow-mapped to pheno (before it was mapped to disease): this caused the creation of some new operations/removal of some now-duplicate reverse operations (since now both anab and sosy are mapped to pheno)
- predicate adjustments related to treats refactor: these were already find-replaced earlier, but adjusted notebook so it auto-generates them

in biolink-model 4.1.6, that predicate is adjusted to remove the commas

Can delete branch. Overrides to branch's yamls were removed from all BTE instances in end of July biothings/biothings_explorer#811 (comment)
