added the lhtfl control files to the directory. The lhtfl control files are the files that the test and the harvester daily_bfg.py uses.

Tests and data need to be transferred to new branch using new stat utils system or the removed test data needs to be added back in |

This branch replaces the old feature/add-harvester-global_mean_evaporation.
The following functions were added to the test code test_harvester_daily_bfg_lhtfl_ave.py
test_gridcell_area_conservation()
test_lhtfl_ave_harvester()
test_global_mean_values()
test_global_mean_values2()
test_gridcell_variance()
test_gridcell_min_max()
In the harvester file daily_bfg.py the VALID_VARIABLES entry prateb_ave was commented out and lhtfl_ave was uncommented.
