resolve #196

概要

Hasura用PostgresQLコンテナ(seeds_hasura_db)作成
Hasuraコンテナ(hasura)作成
初期構築用 metadata 追加
初期構築用 migratedata 追加

テスト項目

docker compose up で Hasura（localhost:8082）が立ち上がる
HasuraのGraphQLコンソールでデータ追加・取得を確認できる
現環境のNext.js、Railsに影響がないことを確認

備考

今後Seedデータを入れていくので最初は空のテーブルだと思います
NUTFES-Accountと連携してリレーション組まないと旨みがすくないので、NUTFES-Accountとはやく連携したい
