feat(reports): ability to restrict reports server wide

This PR adds a sub-command to the reports command with the ability to restrict reports server wide.

I think giving the option to display a mod-defined message as well would be nice! So you can put "We are aware of the ongoing raid and are handling the situation as well as we can"

Shower thought:
Maybe this should introduce a level of confirmation before reports but still let them come through. That way we would inform users that we are aware of the ongoing situation, but still let them report general misconduct.

Of course! This seems like an better approach than blocking completely, maybe add an option to warn or block?
