A country's ruling party is determined by their upper house. If there are twice as many liberals as reactionaries, the first active liberal party is set as the ruling party. Likewise, if there are twice as many reactionaries as liberals, the first active reactionary party is set as the ruling party. If neither of these conditions are true, then the first active conservative party is set as the ruling party.
