Convert boilerplate template to use Quarto

This PR updates the boilerplate template to use Quarto rather than RMarkdown and to use GitHub actions rather than Travis CI for publishing.

A few advantages of Quarto:

• Language independent, so it does not have R or any R packages as a dependency
• In-text citations and cross-references to sections, figures, tables, etc. are possible out of the box
• Extensions, such as the hikmah academic theme included in this PR, can be added to modify formatting
• Rendered HTML version includes a link the the rendered PDF version

Some changes to the repo settings might be necessary for this to fully work. I had to change workflow permissions to allow workflows to read and write for the GitHub action to work.
