This PR updates the boilerplate template to use Quarto rather than RMarkdown and to use GitHub actions rather than Travis CI for publishing.
A few advantages of Quarto:
Some changes to the repo settings might be necessary for this to fully work. I had to change workflow permissions to allow workflows to read and write for the GitHub action to work.
