Cygwin: tzmap-from-unicode.org: drop "E. Europe Standard Time" default

E. Europe Standard Time is available in the unicode.org windowsZones.xml file, so we can drop the default handling. Fix a few comments. Signed-off-by: Corinna Vinschen <[email protected]>
