NDA Version 1.3.0 is a release that

- Generates reference documentation for website using doxygen
- Optimizes CLEF by removing redundant copies
- Extends the LAPACK/BLAS functionality
- Improves the interface to read/write HDF5 files
- Fixes several library issues
