It should at first only contain the network configs and urls:

https://github.com/Taraxa-project/taraxa-platform/blob/develop/services/community-site/src/utils/networks.ts
https://github.com/Taraxa-project/taraxa-platform/blob/develop/services/explorer/src/utils/networks.ts

And we should integrate it into the explorer and community site
