Modified package requirement files to be compatible with uv

Updated package versions, python to 3.12, ubuntu image version, and codecov /circlecir dir interference
Removed local pytest settings from commit
Test was failing due to slight quality differences, pyplot passing a slightly blue filtered image to be saved, and return_value.content needing to be a byte string and not an ndarray.
Incorrect variable types being compared and saved to image
Updated satellite data for testing and variable type conversions in comparison
