[RW-804] Update to CD 9.2

This goes from CD 7.4 to CD 9.2 and tries to update the RW subtheme to match the latest changes.
Includes #656

This needs VRT.

Tests

1. Checkout the branch, run composer update (or recreate local image), clear the cache
2. Compare the site to the production site, notably header, footer and forms.
