This PR adds support to list the cities in an alphabetical order.
1. In NOAA interface, change the chart date/time to be in UTC. Also,
added UTC label to date-time shown on tooltip over datapoint hover.

…ched to dev features api for stage testing with proper datasets.
Feature API in staging does not have necessary data ingested. So,
swiched to dev features api for stage testing with proper datasets.

@Jeanne-le-Roux PR for changes in custom-interfaces to production. Will merge after we approve tests for custom interfaces in staging.

Closed as another PR is created to production by pointing at production Features API.
