Create a documentation static site

We're starting the process of creating documentation for these modules. They should be:

• Have easy processes to contribute to and compile with CI
• Deploy to an S3 bucket in our CHTC ecosystem (hopefully a versioned bucket)
• Be accessible as a static website under v2.macrostrat.org/docs/software/python-libraries or similar.

We're going to use MKDocs at the outset as it seems like the most approachable tool.
