Previously, if Edge saw a frontend token that we did not have matching or more access to via a client token we'd return 511 when

With this patch we now create client tokens with same access as the frontend token if we have a service-account to use to create a client token.

If we do not, we still return 511 when a frontend token that we can't build data for does not exist.

We do comparison based on environment and projects list in existing client tokens and frontend tokens, in order to ensure that we have enough data.
