Uncomment test cases for Checkov 3

Uncomments some Checkov test cases that were intended for Checkov 3

Description

• Pointed out by Mike, Update Checkov and CFN-Lint #319 (review)
• Also regenerates the backend Pipfile.lock, as it became invalid with multiple PRs and poor handling of merge conflicts (my bad)

Motivation and Context

We had intended to enable these when Checkov 3 was adopted, but I missed these cases in that PR
