Perhaps dgun cooldown healthbar should flash like jump does #5396

If you select the Jump command, the healthbar for jump reload flashes. This doesn't happen with other bars and relevant actions, perhaps it should? E.g. manual fire weapons could flash their reload bar if you select the manualfire command.

Sounds ok. Would if flash all of them though? What about one-click manual fire?
