See #557 - the manual process.

We need a way when users run aio app run --local:

  1. Get an updated runtimes.json file generated from Docker Hub calls (see PR above)
  2. Cache this file on disk somewhere
  3. Use that runtimes.json file as one of the parameters for the local openwhisk server instance

If there is no network connection available, fall back to the included runtimes.json in the app plugin.
