Bump minimum supported Rust version to 1.61.0 #58

According to the build for #57, the minimum supported Rust version (MSRV) is 1.61.0 in the latest version of memchr. I'm not sure the Rust version policy of copypasta, but I want to suggest increasing MSRV to make the build succeed.

What do you think? Rust 1.61.0 was released on May 19, 2022 while Rust 1.60.0 was released on Apr. 7, 2022.

If it's shipped by Debian, it should be fine.
