Convert's a mbgl offline .db pack into an MBTiles. Originally written to allow the offline pack to be inspected by mbview for debugging and development.

• An SQLite extension is needed to be built, for Linux you can use buildExtensions.sh
• zlib-flate is required (Debian package qpdf)
• jq is required
