Versioning

• We use semantic versioning 2.0.0 (http://semver.org)
• The core and interfaces are versioned separately
• The version number for any public release is that of the interface
• The version number for the command-line interface is defined by the VERSION variable before the first function declaration in command_line.py
• The version number for the core is defined in the setup.py file
