Update compiler to golang version 1.23.*, to stay in sync with OPA

  • Update CI
  • Update the linter version to one that supports go 1.23 (1.60.2+)
  • Update goreleaser version
  • Update makefile to also ensure the usage of golang 1.23 when installing dependencies
  • Fix new linter errors
