.github: Reusable workflows

Similar to what's already been done for Asterisk, the existing github workflows have been replaced with calls to reusable workflows from asterisk-ci-actions. Also refactored the self test slightly to not require an Asterisk build and install. All it took was adding a recent asterisk buildopts.h to lib/python/asterisk/self_test.
