Is the issue present in the main branch or any of the development branch ?

Description 📖

Expected behavior: Contributing.md is outdated and irrelevant as it contains resources that are not useful for the contributors now. Example resources for ROS is mentioned there, whereas we are using currently using ROS 2. Also that file contains hacktoberfest guidelines but it should not be specific for hacktoberfest. Specifying the project workflow so that new contributors know better in which branch to contribute to.
