added my own discordo bucket for scoop that works perfectly

problems with vvxrtues's bucket:

• their repo doesn't autoupdate, it's just stuck on version 1
• they don't update their hash version even after people told them to.

my version:

• builds from source
• grabs all the necessary stuff
• autoupdates every 4 hours via github actions (if i make it more frequent, i have a chance of finishing up my monthly workflow limit)
• for the sake of vvxrtues's bucket's discordo, i've made my one run by discordo-git instead of using discordo so people that already had that repo can safely keep it if they want.

I'm a lot more busy these days so I don't have time to update, sorry. I also don't know how to set the hash auto update, I guess I can make a pr for you to do it with actions

i've calculated the time, and i think i can manage with running the workflow every hour. that means more version and hash checks per day
