Replace bdd tests with parametrized tests for fba vs redapp tests (#4044

) - Removes bdd spreadsheet test suite since it doesn't actually assert anything - Ignores formatting for `api/app/tests/fba_calc/test_fba_error_redapp.py` because of the long line inputs
