This PR is adding JBrowse2 developed by @fubar2 and based on previous work from @abretaud and @hexylena. It is an important component for the ERGA and VGP communities that need this tool urgently to proceed with workflows and training materials.
Since it's not good enough for IUC we will deploy it through this channel here. We are waiting for the IUC implementation to be finished and then deprecate this tool.
xref: galaxyproject/tools-iuc#6021 which has other xrefs on its own.
