Neuron 1.2.1 Release

cleanup WoW Classic code, add safety checks, change bar creation logic

With classic not having specs and with Neuron buttons taking specs heavily into account, we had to change the way we conduct this logic at login. The changes were pretty substantial, but seem practical nonetheless.
