Add support for armv7-sony-vita-newlibeabihf. (#882)

Add `target_os = "vita"` checks as needed for rustix to compile on
armv7-sony-vita-newlibeabihf.

This excludes support for `mm`, `termios`, and a few other things for
now, where the libc bindings seem to be missing key types and constants.

Fixes #881.
