Added template to generate SQL web app version generation

If you are building application on Postgres+PostgREST it is nice to have an end point for the version of your web application. This can be done using a view. I've added codemeta-version-sql.tmpl to make this easy to generate using Pandoc from a codemeta.json file.

Proof of concept

This is just a proof of concept release.
