Still catching up with Maclina.
We don't need it, but it's part of newer Maclina FASLs, and will be useful later if we support multiple global environments natively.

Again matching Maclina. Which I think may have a bug: I had to fix the optkey_env here to have the rest parameter, but Maclina doesn't seem to do that.

We don't quite implement all of Maclina 0.14 FASLs correctly, but most of it should be working, other than the special operators.

Updates bytecode to match Maclina. Partly. Still needs unwind-protect and catch but whatever. Mostly want to merge this because it was getting stale: this PR supersedes #1504.
