This is an attempt to add external Azure storage to a DL for DW etc. per @cmperro 's community article

Are we separating this (purposefully) from the Idbroker changes that would need to be made in "platform"? Because this, on it's own, doesn't "do" anything. It just creates another storage account and adds the perms to the MSI.

Actually, when does the "data" layer run?
