Can you make this optional and disabled by default? I might end up using it, but to begin with I would like to not have any load balancers in my cluster when implementing load balancer management via CCM. |

This PR makes the kube-api highly available in a private network. It worked fine in my test.
Cleaning-up the load balancer and private network should be implemented.
