I don't know if its name was changed or if this is just a good old fashioned mistake but dnf can't find this package. I've looked around and have no clue what else it might be called.

looks like it was decoupled into 8 seperate packages https://forums.fedoraforum.org/showthread.php?332030-xorg-x11-utils-not-possible-install-oracle-xe-installation; the installation instructions are gonna need to be updated
