qemu: Work around virtiofsd as root in pod #3625

Basically virtiofsd should not be trying to drop capabilities when it can't do so, but we should be able to ask it to stop doing that.

Nice! I can take care of reverting the hacks in libostree and coreos-installer once this is built.
