What this PR does:
Calling a vote to add the "Triage role" for the cortex project.
I think we have many new contributors that can start helping the project more on the triage role as a path to become maintainer in the future.
Similar to the triage role in thanos: https://thanos.io/tip/thanos/maintainers.md/#triage
As per governance, this needs 2/3 majority vote from active maintainers to be approved.
