Mention Snowflake Enterprise or higher is required for query history functionality

What are you changing in this pull request and why?

It's currently noted here: https://docs.getdbt.com/docs/collaborate/model-query-history#for-snowflake

However it seems not all customers are aware of this. Noting it at the top level prereqs as well.
