Added PAA image thumbnails in explorer, outside of PBO files

!! The register script needs to be re-ran to register the PAA handler. You do not need to un-register first, just re-register.

Known issue: register.cmd/unregister.cmd don't work in folders that have whitespace.
Workaround edit them and put quotes around the filepath.
